What Success Looks Like In This Job

This position guides customers through the eligibility process for the anti-poverty programs offered through Adams County including Health First Colorado, Supplemental Nutrition Assistance Program, Colorado Works, and Adult Financial. Primary responsibilities include assessing initial and ongoing eligibility. This is a project designated position with a current termination date of 12/31/2024, but may be extended.

Examples of Duties for Success

  • Conduct individual/family interviews to gather client demographic, financial, and social information for various anti-poverty programs including Health First Colorado (Medicaid), Supplemental Nutrition Assistance Program (SNAP), Colorado Works (TANF), and Adult Financial Programs.
  • Process eligibility documentation and provide ongoing case management and follow-up services. Ensure proper signatures on all forms.
  • Assists applicants in completing all forms and obtaining necessary documentation.
  • Reviews applications for accuracy and completeness, verifies all information, and computes assistance allotment.
  • Interpret and explain federal, state, and local laws, regulations, and procedures to program applicants, including prohibited locations for EBT use, TANF work requirements, AND disability requirements, and others.
  • Analyze client personal history to determine services needed, make referrals to resource agencies as needed.
  • Ensure confidentiality of all files and records, maintaining compliance with federal, state, and local laws, regulations, guidance, policies, and procedures.
  • Prepare written and oral reports as requested.
  • Assess, adjust and modify cases as needed to meet changing client needs.
  • Record client documents, activities, and case notes in Colorado Benefits Management System (CBMS) and HS Connects.
  • Administer assessments for Colorado Works child-only families and Adult Financial recipients to determine additional financial needs.
  • Deliver and document supportive payments in accordance with federal, state, and local policies.
  • Process overpayments for collection.
  • Participates in dispute resolution process with clients .
  • Participate in the hearing appeal process by reviewing cases for accuracy, preparing evidence for the Office of Administrative Courts, and participating in appeal hearings.
  • Collaborate with management in program planning and strategies for meeting program goals.
  • Maintain client files according to current Colorado Department of Human Services guidelines.
  • Partners with service providers and other agencies to achieve positive outcomes for clients.
  • Performs other related duties and responsibilities as required.

Qualifications for Success

  • Knowledge of rules for all public assistance programs, as applicable. Ability to interpret federal, state, and local regulations and guidelines.
  •  • Conduct effective interviews relevant to determining eligibility.
  •  • Knowledge of CBMS.
  •  • Apply basic math and read, interpret, and apply rules and regulations.
  •  • Communicates clearly and concisely, both orally and in writing.
  •  • Differentiate between relevant and non-relevant information when making eligibility decisions.
  •  • Input data accurately and detect errors/make corrections.
  •  • Skills related to customer service.
  • Knowledge of community resources.
  • Ability to establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

More Qualifications for Success

Eligibility Case Manager I: Responsible for processing at least two high level programs.

  • Experience: Two (2) years full time responsible office clerical or extensive public contact experience. Prior experience determining eligibility for SNAP and Health First Colorado preferred.

Education/Training: High School Diploma or GED equivalent. Satisfactory completion of an Associate's or Bachelor's Degree in business, behavioral science, or another appropriately related field may substitute for experience on a year for year basis.

License or Certificate: None.

Background Check: Must pass a criminal background check.

Ability to work in a standard office environment.  

Special preference will be given to Bilingual applicants.

Eligibility Case Manager II: Responsible for processing at least three high level programs.

  • Experience: Two (2) years full time responsible office clerical or extensive public contact experience.
  • This position requires at least one year experience in an entry level position determining eligibility for public assistance programs, including SNAP, Health First Colorado, and at least one cash program

Education/Training: High School Diploma or GED equivalent. Satisfactory completion of an Associate's or Bachelor's Degree in business, behavioral science, or another appropriately related field may substitute for experience on a year for year basis.

License or Certificate: None.

Background Check: Must pass a criminal background check.


INTERNAL APPLICANTS ONLY: Employees who are currently in a case manager/case-carrying position in Children and Family Services (CFS) may have a 120-day delayed transfer/promotion period prior to moving into any new position in Human Services.

Ability to work in a standard office environment. 

 Special preference will be given to Bilingual applicants.

Eligibility Case Manager III: Responsible for processing at least four high level programs.

  • Experience: Two (2) years full time responsible office clerical or extensive public contact experience.
  • This position requires at least one year experience in an entry level position determining eligibility for public assistance programs, including SNAP, Health First Colorado, and both cash programs.

Education/Training: High School Diploma or GED equivalent. Satisfactory completion of an Associate's or Bachelor's Degree in business, behavioral science, or another appropriately related field may substitute for experience on a year for year basis.

License or Certificate: None.

Background Check: Must pass a criminal background check.

Ability to work in a standard office environment.
