What Success Looks Like In This Job

Adams County Health Department:
As of 6/1/2023 it is composed of 6 divisions (Performance and Business Excellence, Health Equity and Strategic Initiatives, Epidemiology and Data Science, Nursing, Environmental Health, Nutrition and Family Health), 200 staff, and has an annual budget of roughly 30M.

Job Summary:
The Grant Accountability and Relationship Liaison will play a crucial role in managing numerous subcontracts to community organizations. The subcontracts this position will manage include Federal, State, and Local funding and the incumbent of this position will need to remain vigilant of changes across all funding sources. Additionally, the incumbent of this position will need to have a strong commitment to Equity & Justice and how to uphold these concepts within a governmental organization’s contracting process.

Examples of Duties for Success

The scope of this position will focus on three main areas 1) Contract Compliance, 2) Capacity Building, 3) Procurement.
Contract Compliance:

  • Manage and monitor multiple subcontracts with community organizations, including reviewing and negotiating contract terms, monitoring performance, and providing technical assistance.
  • Ensure compliance with federal and state regulations, policies, and procedures related to grant management and reporting.
  • Monitor grant budgets, review financial reports, and work closely with the Financial Compliance & Grant Manager to ensure accurate and timely financial management.
  • Collaborate with ACHD’ s Planning and Eval Sr Adv in development and implementation of evaluation plans to measure the impact of funded programs, prepare reports for internal and external stakeholders, and communicate grant outcomes effectively.
Capacity Building:
  • Collaborate with community organizations to identify capacity-building needs and provide technical assistance and training to enhance their effectiveness and sustainability.
  • Cultivate strong relationships with community organizations, government agencies, and other stakeholders to foster collaboration and maximize the impact of grant funding.
  • Build a depth of understanding in requirements of funders and have the ability to translate those requirements into actionable information for internal Program Managers and external Community Organizations
  • Utilize information in the development of training and reference documentation, recordings, podcasts, and presentations.
 
Procurement:
  • Oversee the entire lifecycle of grants from application to closeout, ensuring compliance with grant requirements and guidelines.
  • Maintain an in depth understanding of the various forms of solicitation process and serve as an advisor and trainer to ACHD staff on the applicability of each
  • Perform research into change in the Federal & State procurement guidelines and how it applies to Local Health Jurisdictions
  • Forge a strong relationship with Adams County’s Purchasing Department to maintain up-to-date on changes in organizational policy

Hours, Location, Travel:
  • Hours: Typical work hours are 8am – 5pm but will very based on the needs of the organization.
  • Location: This is a hybrid position that is based out of the Adams County Government Center in Brighton, CO.
  • Travel: The incumbent of this position should expect to travel up to 40% of the time between ACHD and other Adams County sites.
Emergency Preparedness Duties
  • Employee responds, as required, to support public health emergencies, incidents and events. Employee participates in all exercises and drills on emergency preparedness, as required. Completes trainings identified as appropriate for this level employee.
Additional Duties
  • Participates in various committees and boards related to public health programs, activities, and responsibilities. 
  • Performs other duties as assigned and required.

Qualifications for Success

A successful candidate will bring:

  • A careful balance of internal advocacy for the needs of the community with the reality of the constraints the organization is current operating within
  • Demonstrated experience in grant management, preferably in a public health or community-based setting.
  • Commitment to Equity and Justice, with a demonstrated understanding of the impact of systemic inequities and a proactive approach to addressing them.
  • Desire to leverage technology to the fullest extent in creating innovations within the position, organization, and community.
  • Strong understanding of federal and state compliance requirements related to grant management.
    1. Knowledge of 2 CFR 200 and 45 CFR 75
  • Familiarity with the American Rescue Plan Act and its grant funding mechanisms is highly desirable.
  • Willingness to push back against decisions that will have a negative impact on ACHD staff, the organization, and/or the community
  • Value for the thoughts and ideas of staff at all levels of the organization treating every individual with respect.

Education: High school diploma or GED equivalent.

Experience: Two (2) years’ experience working in grant administration, grant accounting, auditing of federal grants, financial accounting, or a related field
