What Success Looks Like In This Job

This position is in the Adams County Health Department (ACHD) Division of Environmental Health (EH). The Community Air Network Coordinator will provide backbone support to ensure implementation of the Community Air Network and the EPA Community Air Monitoring grant. This position will convene an ongoing and expanding group of partners, referred to as the Colorado Local Entity Air Network (CLEAN), including the design, facilitation, and hosting of meetings, as well as facilitating connections with other community partners. The Air Network Coordinator will also provide technical assistance to partners including support with data inquiries, identifying relevant air quality resources, and researching best practices. This position will also be responsible for helping to connect researchers, community partners, and entities throughout the state to air sensor data in order to analyze, understand, and begin to answer community questions regarding air quality concerns. Central to this role is connecting community concerns, ideas, and questions to best practices around monitor placement, programmatic opportunities, educational strategies, and analysis. Additionally, this position will share successes, challenges, educational opportunities, and research findings with partners across the State through convenings, such as the Regional Air Monitoring and Messaging Collaborative, the Regional Air Quality Council, the Air Pollution Control Division, and the Metro Denver Partnership for Health, to continue to build capacity across the region and state.

Examples of Duties for Success

Leadership:

  • Serves as central point of contact and resource for the Love My Air program and the EPA Community Air Monitoring grant with understanding of air quality and regional air quality issues. Coordinates technical assistance, as appropriate, for county staff, local government staff, community organizations and the public.
  • Communicates effectively, both verbally and in writing, in support of Love My Air cohort partners. Make informational, educational, and persuasive presentations internally and externally.
  • Contributes to the development of educational models and materials to promote policy, system and environmental changes.
  • Gather, use and consider the application of data to understand and solve problems.
Collaboration and Community Engagement:
  • Convenes and facilitates Love My Air cohort partners, including community members, to identify and facilitate actionable work toward shared goals. Plans, prepares and facilitates meetings, with interactive presentations, agendas, speakers, and community leaders.
  • Assists with development and evaluation of community-based initiatives and forges partnerships with key partners to advance the initiatives within the community.
  • Develops and maintains positive, trusted working relationships with community members, community partners, ACHD staff, and Adams County staff in order to advance work in a mutually beneficial manner.
  • Participates in regional and state-level workgroups to support and influence various air quality initiatives.
  • Establishes and maintains positive working relationships with Adams County Health Department staff, outside agency staff, policy makers, community partners and the public.
Policy and Systems Changes:
  • Supports the Cohort partnership in advocating for policy and systems changes to improve air quality.
  • Gathers and analyzes information from community members and organizations that can inform options for policies, programs, and services related to air quality.
  • Utilize systems-oriented approach to understand the multiple origins of a complex challenge and how the parts of a system can work together to improve community outcomes.
  • Participates in regional and state-level workgroups to influence policy in order to meet the needs of residents.
General/Administrative:
  • Assists and leads in the preparation of reports and program evaluation by gathering information, describing relevant evaluation data, and preparing documents.
  • Conducts research of evidence-based findings that can impact policy and program decision-making.
  • Uses information technology in accessing, collecting, analyzing, using, maintaining, and disseminating data and information.
  • Prepares written materials and presents program updates for the cohort partners, public, county staff, and/or other government agencies.
  • Responsible for monitoring compliance with applicable program contracts, monitors budgets, expenditures and billing processes related to the EPA grant.
  • Coordinates activities and engagement with partners, identifies opportunities to leverage existing efforts to best serve community.
Knowledge Of:
  • Social determinants of health, their impact upon health, and strategies to address them within community settings
  • Techniques and best practices related to community engagement, coalition building and developing community partnerships.
  • Community needs assessment, program development, and evaluation techniques.
  • Community planning elements that protect public health and facilitate healthy behaviors and access to basic services
  • Microsoft operating system computer, Internet and spreadsheet functions and resources.
  • The socioecological model of behavior change and how environmental, social and policy influences on health align to create change
  • Community-based social marketing to support sustainable and healthy behavior change in programs.
Additional Duties:
  • Performs other duties as assigned and required.
  • Respond, as required, to support public health emergencies, incidents, and events.
  • Participate in all exercises and drills on emergency preparedness, as required.
  • Complete emergency preparedness and response trainings as appropriate for this level of employee within the health department.
  • Maintain sensitive & confidential client information according to the HIPAA policy confidentiality requirements.


Qualifications for Success

  • Presentation and Facilitation Skills - Is effective in organizing and running primarily virtual, facilitated meetings/webinars. Effective in formal/informal presentation settings, one-on-one settings, small groups, larger groups; must have strong facilitation skills.

More Qualifications for Success

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. Years of experience may substitute for a degree, on a year-to-year basis. A typical way to obtain the knowledge and abilities would be as follows:

Experience:

  • Four (4) years of progressively responsible experience working with coalitions, local government, policy makers and/or government entities to measurably improve health and social outcomes.
  • Demonstrated experience in leading program planning to achieve successful, sustainable, policy and systems-level changes.
  • Experience in Air Quality work is preferred.
Education and Training:
  • A bachelor's degree from an accredited college or university in public or environmental health, environmental science/chemistry, atmospheric sciences, public policy, urban planning, environmental education, or a related field.
  • A Master's Degree is preferred and may substitute for two (2) years of the required experience.
License and Certificate: Possession of, or ability to obtain, a valid driver's license and access to dependable transportation for business purposes as needed.

Background Check: Must pass a criminal background check.

Other:
* Bi-lingual candidates are preferred.
* Must be proficient in use of online meeting platforms.

Working Conditions and Physical Requirements
Work is primarily conducted indoors with occasional time spent in an outside environment. Incumbent will experience routine exposure to hazards of a typical office environment. Requires travel between Adams County offices and to locations in the surrounding community for investigations and meetings. May be required to work outside regular hours to attend meetings or events.
  • Occasional moderate lifting and carrying objects up to 15 pounds.
  • Occasional use of automobile, usually no more than one hour at a time.
  • Requires sufficient hearing and speech ability to communicate verbally in response to inquiries, to conduct needs assessments and evaluations, and to speak to groups of people in presentations.
  • Requires sufficient writing ability to fluidly and accurately communicate needs in grants and program development.
  • Requires manual dexterity to operate computer equipment
  • Requires ability to occasionally drive an automobile in all types of weather conditions.
  • Requires the ability to sit and perform administrative and computer work for significant periods of time.
