Community Corrections Specialist I & II: Residing in the Community Safety and Well-Being (CSWB) department, the Community Corrections Specialist I's priority is to manage contract compliance and evidence-based performance requirements including prevailing industry practice and to evaluate overall vendor performance. The Community Corrections Specialist I reports directly to the CSWB Administrator.


Examples of Duties for Success

Community Corrections Specialist I:

  • Prepare and process in-county referrals and coordination of Community Corrections Screening Committee functions. Responsible for preparation and processing of all out of county referrals.
  • Identify victim notification as required by law, regulations, and/or Board policies. Co-facilitate decision making tool workgroup and assist in the development of a structured decision-making tool for Community Corrections.
  • Prepare structured decision-making tools for all Community Corrections transition referrals and collect statistics to measure and evaluate during the referral review process.
  • Facilitate training with the Community Corrections board and screening committee monthly.
  • Assist Community Corrections Specialist II in conducting audits and performance assessments of community corrections programs to determine whether they are complying with Community Corrections Board policies and procedures, state standards and contract compliance, including visiting the site, desk audits, interviewing personnel and offenders, and conducting random checks.
  • Compile and provide various statistical and financial reports using a variety of complex computer programs.
  • Manage the Community Corrections waitlist and coordinate offender placements involving research, coordinating with other criminal justice agencies to resolve "hold" issues where possible, and continuously updating offender movement and status in the database.
  • Transcribe Community Correction Board meeting minutes.
  • Provide coaching, training and technical assistance to Community Corrections programs, as needed, under the direction of the Community Corrections Specialist II.
  • Review monthly bills from residential and non-residential facilities and prepare for approval.
  • Performs any other duties as needed to drive the vision, fulfill the mission, and abide by the values of the organization.
Community Corrections Specialist II:
In addition to the basic duties outlined above, the Community Support Specialist II will also:
  • Support & provide leadership to the Community Corrections staff.
  • Responsible for all auditing/quality review duties, including specialized populations; develop the auditing/quality review process for the purpose of improved program performance; create audit/quality review documents to determine whether programs are effectively implementing evidence-based practices as directed and work with vendors to identify performance issues and coordinate solutions; collaboratively work with programs to improve performance issues.
  • Provide coaching, training, and technical assistance to Community Corrections programs as needed.
  • Conduct and or organize monthly and/or quarterly training for the Community Corrections board
  • Compile and provide reports to the Board and programs with the use of the implementation science process.
  • Responsible for the oversight of the structured decision-making tool process including production and/or coordination of statistical reports and analysis to track and monitor the effectiveness of the initiative.
  • Compile and provide various statistical and financial reports using a variety of complex computer programs, including an annual Community Corrections Board report.
  • Investigate client and/or public complaints and reported incidents, per Community Corrections Board Policy.
  • Annual review and revision of the Community Corrections board policy.
  • Assist the CSWB Administrator in drafting and implementation of Board Policy.
  • Management of CBI database and oversight authority.
  • Provide assistance to the CSWB Administrator when requested and become the acting authority when the Administrator is absent.
  • Participate on relevant local, regional, and/or state boards, councils, and committees as needed.
  • Performs any other duties as needed to drive the vision, fulfill the mission, and abide by the values of the organization.


Qualifications for Success

Community Corrections Specialist I:

  • Knowledge of, or the ability to learn the policies, procedures, goals, and objectives of Adams County, of the Community Corrections Unit, the Adams County Community Corrections Board, as well as community corrections programs.
  • Knowledge of the evidence-based principles for effective intervention with offenders, including motivation interviewing and cognitive behavioral treatment.
  • Knowledge of auditing techniques and contract administration.
  • Proficient in intermediate computer skills and ability to utilize Microsoft Office and file maintenance programs; Department of Correction Information Systems (DCIS) and Colorado Web-based Integrated Support Environment (CWISE); court information from the Colorado State Court database; Community Corrections Information and Billing System (CCIB); and Community Corrections Database.
  • Ability to identify rules, principles, or relationships that explain facts, data, or other information; ability to analyze information and make correct inferences or draw accurate conclusions.
  • Knowledge of the practices and procedures of the court system, the probation department, and the department of corrections.
  • Knowledge of state and local laws and regulations regarding the correctional field. Proficient in the techniques employed in implementing and measuring compliance to evidence-based principles and correctional needs of adult offenders.
  • Ability to apply policies and standards to a variety of situations within the community corrections field.
  • Ability to compile and maintain complex and extensive records and prepare routine reports. Exercise discretion in handling confidential records.
  • Efficient time management and problem-solving skills.
  • Ability to exercise discretion in handling confidential records.
  • Ability to think independently, rationally, analytically, and critically as well as the ability to work effectively with a variety of people (e.g., elected officials, judges and attorneys, police officers).
Community Corrections Specialist II:
In addition to the qualifications outlined above, the Community Support Specialist II will also:
  • Ability to provide feedback, evaluation and coaching to local community corrections programs
  • Knowledge of, or the ability to learn the policies, procedures, goals, and objectives of Adams County, of the Community Corrections Unit, the Adams County Community Corrections Board, as well as community corrections programs.
  • Knowledge of the evidence-based principles for effective intervention with offenders, including motivational interviewing and cognitive behavioral treatment.

More Qualifications for Success

Community Corrections Specialist I:
This position requires two (2) years of combined experience from the categories below, with a minimum of one year in Community Corrections, Criminal Justice, Public Safety, Social Justice, or a related field.

  • Professional Experience: One (1) year of experience in Community Corrections that includes the study of evidence-based practices and implementation procedures, Criminal Justice, or a related field.
  • Academic Experience:
    • None required.
    • Up to (1) year toward combined experience for completion of an accredited degree program(s); or, up to one (1) year for demonstrated higher education on a (6) month basis of full-time enrollment.
      • *One semester equals six (6) months; two (2) semesters equal one (1) year. Transcript required.*
  • Lived Experience:
    • Lived experience includes justice system involvement, incarceration, poverty and homelessness, and/or behavioral health.
    • Up to one (1) year towards combined experience for demonstrated lived experience.*

  • License or Certificate:

  • Community Support Specialist II:
    This position requires four (4) years of total combined experience from the categories below, with a minimum of three years in Community Corrections, Criminal Justice, Public Safety, Social Justice, or a related field.
    • Professional Experience: Three (3) years of experience in Community Corrections, Criminal Justice, Public Safety, Social Justice, or a related field. One (1) year of demonstrated program and staff oversight as a lead or supervisor preferred
    • Academic Experience:
      • None required.
      • Up to (1) year toward combined experience for completion of an accredited degree program(s); or, up to one (1) year for demonstrated higher education on a (6) month basis of full-time enrollment.
        • *One semester equals six (6) months; two (2) semesters equal one (1) year. Transcript required.*
  • Lived Experience:
    • Lived experience includes justice system involvement, incarceration, poverty and homelessness, and/or behavioral health.
