Job Title: Quality Assurance Specialist

FLSA Status: Full Time - non-exempt
Reports to: Monitoring & Evaluation Manager

Schedule: FT, M-F 8am-4:30pm
Supervises: N/A

Closing Date: 1/11/2024

Rate of Pay: $25.32-26.59/hour

Benefits: Standard; Full-Time, Non-Exempt employees are eligible for but not limited to the following:

Function:

The Quality Assurance Specialist plays a critical role in ensuring the accuracy, integrity, and quality of data collected and reported by the Denver Metro Social Services (DMSS) team. DMSS is made up of The Salvation Army's social service programs located within the Denver Metro, seven county geographic area. Program areas include family and individual congregate and non-congregate sheltering, homelessness resolution services including rapid rehousing, eviction prevention, homelessness prevention, crisis stabilization and assessment. Other supportive services include housing focused case management, housing navigation, crisis line support, non-commercial mass catering, and employment services.

This position supports the mission, purposes, and goals of The Salvation Army through the implementation and usage of Homeless Management Information System (HMIS) in accordance with federal and community guidelines to ensure performance and contract compliance.

Primary responsibilities of this position include (1) oversight and support of HMIS use and (2) contribution to the maintenance of data quality assurance, contract compliance, and performance evaluation to support the Monitoring & Evaluation team's mission of improving DMSS social service programs and their impact.

Duties and Responsibilities:

A. HMIS System Oversight and Support

  1. Provide technical assistance (group and individual user consultation) and data entry oversight to HMIS end users to enhance data quality and program performance.
  2. Collaborate and coordinate with program staff on HMIS program set up, data entry, analysis, and reporting.
  3. Promote the use of HMIS and reporting accountability throughout DMSS.
  4. Collaborate with Monitoring & Evaluation Manager and DMSS programs to create and update processes and policy & procedure documents related to HMIS and data collection, quality, and reporting.
  5. Assess system and training needs of social services personnel in programs through interaction, periodic surveys, and other assessment tools.
  6. Design and provide training to address identified needs.
  7. Assist with dissemination of information on available training opportunities.
  8. Support Denver Metro Social Service programs with troubleshooting statistical discrepancies.

B. Data Analysis, Reporting, and Quality Assurance

  1. Provide data processing and entry into the HMIS system for various grant funded programs, including those funded by all levels of government agencies and private funders.
  2. Coordinate with the Metro Denver Homeless Initiative (MDHI) team to develop custom HMIS reports for identified reporting needs within DMSS.
  3. Contribute to the development and implementation of data quality standards and protocols.
  4. Conduct regular data audits to identify and rectify inaccuracies, inconsistencies, or incompliance with contractual requirements.
  5. Collaborate with team members to improve data collection and entry processes.
  6. Ensure data security and privacy compliance according to federal, state, and local regulations.
  7. Collect, analyze, and interpret DMSS program data to assess effectiveness.
  8. Collaborate with supervision and team to evaluate program performance and create reports and presentations that communicate findings.

C. Documentation and Communication:

  1. Maintain accurate records of DMSS data quality assessments, compliance activities, and evaluations.
  2. Prepare clear and concise reports for internal and external stakeholders.
  3. Present findings and recommendations in a professional and clear manner.
  4. Collaborate with program managers, grant writers, and external partners as needed.

Qualification and Education Requirements:

  • Bachelor's degree required; equivalent experience evaluated and accepted on a case-by-case basis.
  • GED or equivalent required.
  • Minimum of one year of experience with data entry using data analysis tools such as Microsoft Excel, or other statistical software is required. Knowledge of data visualization tools like Tableau, preferred.
  • Experience designing and implementing data quality assurance processes. Familiarity with data quality frameworks and best practices is valuable.
  • Excellent report writing skills to communicate findings effectively to diverse audiences. Experience in preparing detailed compliance reports and evaluation reports.
  • Ability to manage multiple projects simultaneously, meet deadlines, and coordinate with various team members and external partners.
  • Excellent communication and interpersonal abilities.
  • Proficiency in Microsoft Office and data analysis software and tools.
  • Knowledge of social services programs and regulations is a plus.
  • Experience with HMIS/Clarity database system preferred.
  • Valid CO Driver's License and ability to meet The Salvation Army's driving requirements.
