Job Summary

Under minimal supervision, the Senior Contract Administrator is responsible for protecting Denver Health interests relating to the business of Hospital reviewing and negotiating contracts, agreements and sub agreements with outside sources (e.g. federal funding agencies, industry, other universities and foundations collectively, sponsors); recognizing and addressing federal and Hospital compliance issues; determining that a contract is ready for signature; and providing input and guidance on contract interpretation and administration throughout the contract term.

Essential Functions:

  • Contract Review
    * Review and negotiate contracts, grants, subcontracts, and other agreements with external sponsors and partners in accordance with institutional policies and procedures, federal and state regulations, and sponsor requirements.
    * Handle more complex contracts and resulting negotiations and demonstrate an understanding of the field of Research Administration sufficient to serve as a point of contact for guidance to other staff members and customers.
    * Independently analyze information to identify issues and risks, define problems, craft alternative language as necessary and formulate and deliver resolutions.
    * Provide contract review guidance to the SPARO Contract Administrator. (40%)
  • Training
    * Provide guidance and assistance to faculty and staff on contractual matters, such as terms and conditions, intellectual property, compliance, risk management, and budgeting.
    * Maintain and update contract templates with current regulatory requirements.

  • Subrecipient Monitoring
    * Monitor subrecipients, conduct risk assessments, and implement Subrecipient Monitoring Plans as necessary.
    * Maintain all FFATA reporting. (10%)
  • Data Monitoring, Reporting, and Analytics
    * Monitors existing contracts.
    * Provide consistent and accurate verbal and written communications regarding contract status.
    * Maintain contract management database, template database, maintaining updated terms and conditions for contracts to be utilized to ensure compliant contracts.
    * Performs Quality Assurance/Quality Improvement/Data Integrity Reviews.
    * Establishes a systematic approach to promoting efficiency and effectiveness.
    * Establishes follow-up systems to monitor work progress.
    * Monitor and identify problems with contract submissions and communicate issues with individuals or leadership, as appropriate, to resolve (20%)
  • Policy and Practice
    * Serves in a liaison capacity between departmental staff, supplier, and SPARO team involved in the contract submission and approval process.
    * Utilizes a variety of software packages, including word processing, spreadsheet, database, including Word and Excel, and Infor.
    * Maintains effective working relationships with internal and external customers.
    * Revises existing procedures or develops new ones to increase efficiency of contract processing.
    * Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, especially those offered by professional societies and federal agencies, attending training and/or courses as directed by supervisor.
    * Assists with onboarding and training process for new hire Contract Analysts and Requestors as needed for departmental success. (20%)


Education:

High School or Diploma Required

Work Experience:

  • Five to seven years' experience in legal setting or central grant and contract office with at least 4 of those years prior translatable work experience (contract formation, negotiation, or research administration). Required


Licenses:


Knowledge, Skills and Abilities:

  • Knowledge of federal regulations, state statutes, Hospital policy, best practices and project requirements.
  • Knowledge of the administrative processes and procedures for the preparation and/or review of contract documents and templates, both internal and external to the Hospital, including consistency of provisions and terms within the contract documents (i.e., statement of work, contract, attachments),
  • Basic knowledge of cost accounting standards and specific requirements for federal awards.
  • Ability to identify and address potential risk and/or contractual issues.
  • Ability to guide investigators and other Hospital personnel through business decisions related to contracts.
  • Ability to set priorities, manage time effectively, and meet multiple deadlines.
  • Ability to provide prompt and effective customer service to Hospital stakeholders.
  • Ability to represent the Hospital to external sponsors and provide liaison with internal departments, (e.g. Legal; Enterprise Compliance Services; Grant Accounting, CU Innovations, and departments).
  • This position requires strict attention to detail, outstanding organization skills, excellent interpersonal communication and customer service skills, and the ability to manage competing priorities and hard deadlines effectively.
  • Knowledge of FAR contract clauses
  • Knowledge of Federal wide Standard Terms and Conditions for Research Grants
  • Proficient with Microsoft Office Suite (Excel, Word, Outlook, SharePoint, etc.)
