We offer a hybrid schedule (in-office & remote/work from home) or an onsite schedule and flexible hours. Candidates will need to reside near Charleston, SC to ensure work site flexibility.

Position Description


Supports the Division Manager (Director or Vice President) and provides leadership to advance the company's mission and objectives by establishing goals, strategies, and plans for the division, and ensuring efficient and effective execution for multi-organization research and development and technology transfer programs conducted for government and industry clients. Serve as business manager for large, complex programs or multiple programs. Develops new business opportunities with existing clients and partners.Responsible for meeting or exceeding client expectations and growing new business with same clients or partners.


Essential Functions:

With only occasional guidance needed from the Director or Division Lead, responsible for planning, execution and monitoring of processes in support of one or several ATI-managed programs.

As required, conducts internal and external program briefings.

Reviews and approves content of all program websites.

Responsible for the planning and execution of all program meetings.

Analyzes program spend rates vs Division Annual Operating Plan for current fiscal year. Tracks/corrects variances within contract/funding latitude.

Analyzes programs with respect to ATI financial objectives; defines actions that improve metrics; gets funds obligated sooner/longer.

Analyze technical progress vs. spend rates, cost share, commitments vs. funded backlog and anticipate potential overspending. Proactively prevent funding delays. Identify risks, develop mitigation plans and communicate to both customer /partners as well as ATI Leadership.

Establishes mutual-respect relationships with client senior management or general officer-level command and industry top management.

Balances being direct with diplomacy; effective sense of timing; able to gain concessions without damaging relationships; able to resolve final differences.

Can adapt messages on the fly based on audience feedback. Thinks carefully about client value proposition in message content.

Approve, deploy & ensure solutions to customer feedback issues are implemented. Provides continual follow up and focus on customer satisfaction on both issues and overall service provided by ATI.

For programs with projects that require more direct performance and technical oversight:
  • Proposes, participates in, develops, directs, and executes contract research and development projects and programs.
  • Provides collaborative leadership, facilitation and interface among supported customers / government clients, vendors and users
  • Serves as primary point of contact for information regarding the application of program technology.
  • Oversee & ensure technology transfer has completed
  • Leads / facilitates project awards, kickoffs and debriefs.
  • Leads / facilitates and directs and manages initiatives specific to developing and evaluating technology.
  • Serves as project monitor for any assign efforts
Provides direction and supervision of all personnel assigned to the program team.

Additional Responsibilities:

Works closely with the Director or Division Lead to identify and assist in targeting any potential business development opportunities, as well as participates in the preparation of proposals.

Interacts daily with the Division Lead, contracts personnel, financial personnel, and ATI management.

Performs other duties as assigned.



Qualifications:

  • PhD and two years' applicable experience; or Master's degree and six years applicable experience; or Bachelor's degree and eight years' applicable experience with 3 years' minimum at a managerial level, which should include planning and performance of programs and projects involving technology, business processes. Degree in Engineering, Science or a related field preferred.
  • Working knowledge of technology applications, practices and standards specific to the business unit, as well as experience in technical program management.
  • Experience in Department of Defense, and other government programs, desirable.
  • Independent, self-directed worker, team player, problem solver and experienced leader.
  • Excellent communication skills, including presentations, technical reports, meeting management and work group management.
  • Strong computer skills including Excel skills, MS Office Suite - Word, PowerPoint, Outlook and Project desired. MS Access experience a plus.
  • This position is subject to a background check that includes a review of criminal records.
