Job Summary

The Procurement Contract Administrator is an entry level position in the Contract Administrator team. This position will be responsible exclusively for service agreements and contract management meaning there is no clinical product knowledge required.

Under minimal supervision, identify contract renewal and funding needs on behalf of their internal customers and departments. Daily, this position will review contract terms that benefit the Hospital and its patients regarding terms, risk avoidance, and value and then prepare contract documentation and savings potential for review. The position will interact with departments across both clinical and non-clinical spaces, as well as with vendors from a range of different industries.

Knowledge of public purchasing/contracting practices and of contracting a wide variety of services will be given preference. Knowledge of Legal Contracting to include interpretation skills of legal contract terms and conditions will also be given strong preference in review. Excellent interpersonal and customer service skills will be given preference.

This position would be an excellent fit for a healthcare professional with some experience with services from 3rd party vendors looking to transition from being a technical expert to a role on the Purchasing side of the Supply Chain.

Essential Functions:

  • Reviews proposed service agreements from departments across the hospital and oversees the formal and informal review processes and bids (contracts). (20%)
  • Partners with departments to identify best-value service providers and contracts (10%)
  • Performs analytics by monitoring existing contracts and works with DHHA customers to ensure the best value services are contracted. Included in the overall cost and terms is training, service, add-on costs, and staging / installation. (10%)
  • Determines and approves sole source and no-substitution requests with a specific attention paid to GPO contracted partners via Vizient and Captis. Confers and negotiates with vendors to obtain price and terms information. (10%)
  • Conducts vendor site visits and evaluates vendor capability and references when applicable. Organizes, sets up and coordinates trial evaluations and in-services on new products and equipment. (10%)
  • Develops non-discriminatory contract terms and conditions. Verifies contract terms are in place and that bonding, insurance, licensure, indemnification and other specialized bid requirements are accounted for and enforced. (10%)
  • Independently represents the Purchasing Department to DHHA committees as assigned. Gives details of the procurement process to agency staff, including approval of specifications, introduction of new vendors and products, and procedures training. (10%)
  • Determines solutions concerning DHHA/vendor disputes and maintains internal controls, including timely payment to vendors. (10%)
  • Act as an Infor Cloudsuite and Purchase-to-Payment (PTP) Superuser as needed to support department objectives. (10%)


Education:

  • High School Diploma or GED required


Work Experience:

  • 3 years related experience in sourcing, contracting, or buying


Licenses:
Knowledge, Skills and Abilities:

  • Knowledge of group purchasing organizations and of contracting a wide variety of services related to the healthcare operations.
  • Excellent customer service aptitude, organization, problem solving and time management skills.
  • Skill in utilizing the principles and practices of effective and persuasive communications to elicit and /or present explanatory information.
  • Ability to interpret and apply written and verbal guidelines, precedents and work practices to standardized work situations or specific cases.
  • Ability to work independently and coordinate several activities at the same time with accuracy and attention to details.
  • Ability to maintain discretion in dealing with confidential matters.
  • Knowledge of public purchasing/contracting practices and of purchasing hardware and software applications.
  • A general knowledge of Legal Contracting to include interpretation skills of legal contract terms and conditions.
  • Proven negotiating skills.
  • Must have proven ability to interact at and communicate to all levels of an organization.
