Position Purpose

The City of Arvada promotes Equal Pay for Equal Work. Starting salary will be determined by the applicant's education, experience, knowledge, skills, and abilities, as well as internal equity. The range listed reflects the entire range and typical placement is entry to mid-range.

Performs GIS data management and application maintenance to support City-wide specific decision making processes. Utilizes specialized tools and concepts to perform data analysis on large datasets and improve efficiency through automated processes. Administers GIS web systems and develops desktop and mobile applications supporting a wide variety of users. Provides support and training for ArcGIS products and similar specialized applications. Manages the GPS data collection program, updates hardware/software, and configures devices.

Job Functions / Scope of Authority

ESSENTIAL JOB FUNCTIONS

  • Creates and manages GIS feature data-sets for multiple City departments residing in a versioned SQL Server/Relational Database environment.

  • Creates, edits, updates, and maintains GIS data through collaboration with field staff and other internal/external contacts on a continuous basis.

  • Develops relational database design and maintenance to aid in supporting the workflows and decision making processes of multiple city departments.

  • Develops procedures and documentation that aid in performing GIS and staff work processes more efficiently.

  • Coordinates effectively with other departments and agencies for the acquisition and sharing of data needed to meet project goals.

  • Assists in the integration and maintenance of enterprise systems utilizing GIS data. These systems include Cityworks, Trakit, IT Pipes, AutoCAD, and CIS as well as others as identified.

  • Performs advanced spatial analysis concepts including but not limited to: geocoding, linear referencing, overlay analysis, topology analysis, generalization, and utilization of other ArcGIS geoprocessing tools.

  • Provides maps, reports and charts in support of special projects for a variety of city departments.

  • Performs Geo-rectification and referencing of images within various file formats to utilize in editing and spatial analysis.

  • Performs essential data mining and data cleanup to extract information from a data set and transform it into a structure more understandable for decision making and workflow management.

  • Develops and utilizes scripts and models utilizing Python and ArcGIS Model builder to automate GIS processes.

  • Utilizes a solid knowledge of math and statistical analysis to find patterns and trends within large datasets.

  • Performs map service creation, updating, and ArcGIS Online configuration.

  • Develops desktop and mobile mapping applications through the ArcGIS Online platform utilizing developer API's/SDK's and multiple layer sources such as Rest Services, WMS, WMTS, WFS, KML, and GeoRSS files.

  • Utilizes Web AppBuilder, Survey 123, Field Maps, andExperience Builder for ArcGIS to develop intuitive web applications using customizable widgets and themes.

  • Utilizes Operations Dashboard for ArcGIS to develop web applications that monitor, track and assess daily operations for multiple departments.

  • Provides continuous support and maintenance to map/feature services and ArcGIS Online mapping applications in a dynamic environment to meet project goals.

  • Creates Network map image layers to improve and standardize ArcGIS Online map creation to provide efficiency and time savings.

  • Manages the services and mapping applications designed to support the GPS data collection program.

  • Manages citywide user account access, and privileges to online maps in web browsers and GIS mobile applications.

  • Works with essential staff on the use of CIS, Trakit, Cityworks , IT Pipes, GIS desktop products, and GIS mobile applications.

  • Troubleshoots and facilitates quick resolutions to application issues as they arise through telephone, email, and in person contact.

  • Supports application implementations and update processes by conducting necessary testing and training of staff when additional functions are implemented.

  • Provides training and support for web mapping applications within ArcGIS Online, Web App Builder, Survey 123, Field Maps and Experience Builder software applications.

  • Manages the GPS data collection program and training of all GPS users.

  • Provides regular maintenance, firmware updates, and calibration on Trimble R2 devices.

  • Develops training documents and instructional guides to assist city staff with software products, desktop, mobile applications, GPS and mobile devices.

  • Drafts and maintains procedures and documentation for data management and editing processes.

  • Assists in regular maintenance involving version upgrades, software application updates, and overall troubleshooting of mobile devices.

  • Follow agreed procedures, identifies, registers and categorizes incidents.

  • Customer Service Support: receive and handle requests for service, following agreed procedures, allocates calls as appropriate.

  • Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service.

  • Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers.

  • Exercises appropriate level of initiative and judgment to make decisions within the scope of assigned authority.


ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES

  • Advanced knowledge and proficient use of Geographic Information Systems as applied within a municipal environment.

  • Solid understanding and experience with principles, practices, and methods of enterprise-level GIS database design, management and maintenance, and geodatabase versioning utilizing the Esri suite of GIS software products.

  • Working knowledge and understanding of GIS and cartographic principles, including data sources, data projections, data formats, data integration, and data display.

  • Basic knowledge/skills in AutoCAD

  • Knowledge of GIS industry trends and evolving technologies with ability to evaluate applicability or advantages to the current environment.

  • Solid knowledge and experience using Microsoft and Google standard office products, including Excel, Word, PowerPoint, Mail, Drive, Sheets, Docs, Calendar, etc.

  • Strong attention to detail with demonstrated ability to perform critical professional tasks and to solve complex problems.

  • Strong written communication skills with the ability to develop and maintain comprehensive documentation on all aspects of GIS implementation, applications, workflows and procedures.

  • Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with minimal direction.

  • Ability to build collaborative working relationships with co-workers and customers, and clearly convey technical concepts to persons with limited technical knowledge. Strong customer service, interpersonal skills, verbal and written communication skills.

  • Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact/collaborate with all levels of personnel within the city in a positive and cooperative manner.

OTHER FUNCTIONS:

  1. Assists external contacts with maps, utility information and resources.

  2. Assist with computer/monitor setups, basic windows configuration, and maintaining/troubleshooting large scale plotter, scanner and laminating machine.

  3. Attends meetings and industry-related conferences, webinars or courses.

  4. Other duties as required.

SCOPE OF AUTHORITY:

Receives minimal supervision under the direction of the GIS Manager. Plans daily work activities and prioritizes tasks. Some precedents and/or procedures exist. Expected to handle difficult and specialized situations in functional area.

No financial responsibilities.


SUPERVISION EXERCISED:

No supervisory duties.


COMMUNICATION/WORKING RELATIONSHIPS:

Internal Contacts: City staff and all users of software applications, Code Enforcement, Parks, Utilities and Information Technology staff.


External Contacts: External software applications vendors, contractors, other counties or jurisdictions.

Working Environment / Qualifications

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job.

Work is primarily performed in an office environment with low noise levels. Physical effort and activities include: may operate or drive a City-owned or personal motor vehicle to attend off-site meetings and events; constantly sitting, frequently walking, talking, listening/hearing, using hands and using fingers to manipulate objects, visual acuity to focus on details at a close distance and make observations, frequently handles objects weighing up to 25 pounds and occasionally up to 50 pounds.

MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):

Bachelors in GIS, Geography, Computer Science, Cartography, or a related field with three (3) years of technical experience using ESRI ArcGIS Desktop, ArcGIS Server/SDE, ArcGIS Online. A combination of education and experience may be considered.


Preferred Qualifications: Additional experience in AutoCAD Map/Civil 3D, CityWorks,, MS Office, Google Workspace, Adobe Acrobat Professional, relational database design/administration, SQL, JavaScript, HTML, Python, CSS, and/or Esri API's and SDK's a plus.
